Yes, glowworm2, they are the same thieves running around, but it should be worth noting that in the full-length Popeye the Sailor cartoon called "Popeye Meets Ali Baba & His 40 Thieves," all the thieves are identical just like the Muppet thieves in this skit.
The premise of three thieves in the Ali Baba story was also recycled for an episode of "The Muppet Show"...it was also an episode where Cookie Monster made an appearance!

Usually on older Monsterpiece Theater skits from this era, they have to replace the Union Jack opening with a newer one (usually the longer 1991 intro or the "green curtain" intro) and they have to re-shoot the Alistair Cookie clips so we don't see the pipe. They usually also recycle Frank Oz's original Alistair Cookie voice recording from the original version.
Funny how Ricardo sounds very much like the Count and yet his attitude about counting is the polar opposite.

Sidekicks of the 40 thieves are just wannabe stars. What kind of actors would bash and push each other out of the way.
Maybe cookie monster could threaten to eat them and make them stop hogging the the TV camera.
