Yes, it was written by Charles Aznavour (and Herbert Kretzmer) and his version hit number one on the UK charts in 1974. I believe Elvis Costello's version was done for the soundtrack of the Hugh Grant movie "Notting Hill". Anyway, cute video, I *think* Elton would get a giggle out of it.
