is there an hazard or downside to using tires? do they leach chemicals? do i need to treat them at all?

The steel belting in tyres is only in the tread - not the sidewall. The best way to cut the sidewall out like the one in your video is with a sharp stanley knife and a squirt bottle of soapy water to lubricate the blade. I have just cut the sidewall out of about 10 tyres to put around my trees and this was by far the easies way.
Wear leather gloves and use the sharpest knife you can. Dont try to cut through the sidewall in one pass. Its best to drag the knife around the sidewall 2 or 3 times to cut right through. You get a neater finish this way and dont risk snapping the blade on the craft knife.
Also wanted to add that we got our tyres free from the local tyre seller in Melbourne. He had to pay to dispose of them so was happy to give a few away...

Keep in mind that if you do cut it down it will make the tyre less suitable for stacking for potatoes etc. It won't support the tyre above quite as well. It could be a good idea to cut down the top one but leave the others as is. I am looking forward to knocking down my potato tyre towers in the next few weeks.
onions also do wonderful in tires...I planted about 15 with potatoes and onions when I first got back from Spain....I have them still....I think I will use them again!! thank for reminding me of my gool ole tires!...cool summer look there with the bare feet...you are so natural, chum.
It's interesting you mentioned at 4;08 that potatoes had been in that soil before. One of my wife's friends uses old tires to grow potatoes. She plants the chunks in a tire, then as the vines grow up, she stacks another tire on top and adds soil. repeating that process through the growing season. Not sure if she harvests all at once, or simply removes one tire at a time, as needed to get to the crop.
