I think that the excuse was that he, an old seadog, met up with a lot of old friends in ships that he served on. Royal Navy hospitality, being what it is, the drinks flowed freely so it was inevitable that he became "three sheets to the wind" Despite all that, its absolutely hillarious.
That was in the days when broadcasters were very uptight and "proper" and were certainly not supposed to get drunk on duty! This always makes me laugh.
