He's using grease plugs. They do the trick and work well but are really only intended to be a temporary fix until you can get a proper repair or a new tire. I repair commercial truck tires for a living and see quite a lot of these every day right here in the US. It's true that you shouldn't twist the plug, though. Doing so constricts the plug and you won't get as good a bond with the plug to the tire. Doesn't look like it was much of an issue here, though. He did a decent job.
