ED209 shot his chest where his armour is thicker and acts as a vest,if you notice his wrists is not fixed to his forearms and it detaches more easily since its less thick.he can move his hand faster.

@Metallicghost81 A good point, one I've perhaps come up with an answer for; Murphy was prone to 'rushing in'. Remember him splitting up from Lewis at the start of RoboCop? Being alone is what got him killed. It's a remnant of his Murphy past, I think, that's his undoing here, too.

When i was a kid i was shocked with this scene, Robocop was a badass in the first film, so i was expecting that he would do something after lossing his hand,but instead he got captured and disarmed and then reprogrammed acting like an idiot. I was sad and disapointed with this, they destroyed and ridiculed the caracter with this movie. If Verhoeven had directed this film, it would have been a great sequel
