I researched the use torture within three moral frameworks: utilitarian, egoistic and "do onto others". There is no moral grounds for torture, no argument "for it" when you look at the whole picture. You have touch on some of these points.
Naomi Wolf has had some interesting talks on using scapegoats (the minnows who were ordered to torture). Go after the big fish.
Do you really think Chaney is being other than Machiavellian? Sure, maybe they're all Machiavellian, but Chaney is just so extremely scary in his perfection of it...So scary!
