Contrary to popular belief that Sailor Moon was originally a 13+ show in Japan, the reality is Sailor Moon has always been a kid anime in Japan. While it did have risqué material at times, that stuff was more accepted in Japanese culture. In North America, the show was targeted towards kids ages 7 and up; much older than in Japan (their target ages were 3 and up). As for the relationship of Amara (Haruka) and Michelle (Michiru), even in Japan did the relationship get a few backlashes.
