To the case of "miracle city" - I did some research on this and ..I don't think it's a projection, from the information on the internet it seems it was a mistake in translation and the media catched it as a "miracle" to gain views, but all it really was, was probably only a fog on the river which made the city look "floating"; because on the map the trees and buildings (which seem floating) are really on their place, so the weird only thing was the fog.
