Sin City Final Effect

hello i would like to ask u something,i am trying to export my project and its 1 hour and 19 minutes my problem is that i cannot mark in and out point to export like with the old final cut

and it renders 1 hour 35 minutes basically all the lenght of my timeline.do you know how to solve it? i have tried to mark in and out but it still renders the whole 1 hour 35 min....thanks

Anyone who has a program with any sort of filters can do this, maybe if the effect was on a "moving" picture like the actual Sin City then it would be impressive.
