With all respect towards Rockstar, they're not exactly known for great graphics or animation. There's a lot of similar looking guys in the game, just dressed in different outfits.

If I had written the script for the game I would've made Cropsy to tell the truth (and take over the Rogues), but I'm not sure that's what Rockstar did, even after replaying my level 17. video.
