The Blues lost a first round draft pick and were fined $1.5 million. On at least three separate occasions the Leafs were caught tampering (Burke/Wilson). They received a $25,000 fine. If I were the Blues ownership or any other team for that matter I'd be wondering why the discrepancy. Bettman makes up the rules as he goes along. It's like he owns the league.
