I'm glad I have now found out what this instrument is - Roy Wood plays one on ELO's "Look at me Now" and it sounds amazing. The next step is for me to buy one!

Yeah, it took me six years to find out which instrument made this noise! I thought it might have been a derivative of one of the smaller Ukrainian bagpipes for a while...

@milliemolluscs: My wife just bought me some! There are some inexpensive wooden ones available on the internet. The reeds that come with them aren't good, but my wife also ordered some better reeds that were also cheap, and with those I'm able to bleat out some basic squawking with it. I think she bought them through amazon, but I'm not positive.

Now ... for some lessons, or at least a lot more practice.
