Holy shit have you guys watched Tom Green's Internet show?? A lot of is this kinda thing. It's just a very casual goofy talk between Tom and the show's guest. This was pretty normal for the show. slybattery is right, sometimes Tom goes for almost 3 hours and obviously it gets hard to keep things extremely funny and entertaining. He's doing a good job.

Tom Green isn't the greatest interviewer ever, but he isn't the worst (Craig Ferguson). You have to realize though that this show is 1 hour of uninterupted interview and it can be difficult to talk for that long, but he manages to do it. Not to mention that during tv talk shows they do pre-interviews so they know what will be said in advance.
