na dude you shouldn't have to prime it so much. To be honest I know you like working on small engines it seems like but it also seems like all you work on is crap and that is what you get out of it is crap. You get what you pay for.
I'd go with smallengine13, clean the carb! I'd move the machine out of the garage instead of yurself. If you have to finger that thing like you would a gi.....nevermind you're acting as a fuel pump. when warm do a compression test and then squirt a bit of oil in the plug hole and try again. Is there a big difference?? Then your rings are probably bad
The carb does need to be clean since it is running a bit rough. But if I were you, do a compression and leak down test before just throwing in new rings. You are not playing with just rings any more. This is an OHV engine which means you now have oil on top of the head for the valves. Those guides can wear out and leak oil into the head. It would probably be easier and cheaper in the long run to do a simple overhaul or new engine. If you do overhaul it make sure nothing is warp and within specs.
i think you need to clean that carb. i trash picked a pressure washer one and it only ran on primer ,i eventually just took apart the carb and cleaned the jets with a sewing needle and now i have a perfect running pressure washer.

i think you may be getting too much oil in the cylinder because it looks like the engine sits forward, try sitting the front on some bricks to raise it up a bit
@motox458 with the ohv style briggs engines it does not matter witch way you have them leaning they will run just fine it has bad rings and might also need a carb kit by as many times as you have to pump it to get it running

i have worked on over 500 small gas engines and i have seen these problems before i think it might actually be your valves. they might need to be ground down just a little bit i mean just a nick with a grinder since there might be no valve lash between the lifter and valves.
also try tilting the engine back so the oil doesnt run into the cylinder.
or if all else fails try adjusting the carb so it runs a little more richer than lean. you could also have a blown carb to intake gasket.

i've got a pos briggs pushmower, and every time i need to start it for the first time in the morning i have to take the air filter right off. the air filter is new last year. The day I installed it, I had to take it off to get the piece of crap to start. the engine is only 4 years old.
try the air cleaner, i saw a briggs lawn mower once where you had to keep priming it to get it to run, and the only problem was the air cleaner was clogged up making it run rich.
Take the bowl off the carb and clean the jet, if that doesn't help starting it look at your valves, when you crank it in the video it doesn't sound like it has alot of compresion. As for the smoking might be a shattered oil ring.
forgot to mention i have a 1940's or 50's 3hp briggs mod 8B cast iron block with mechanical govenor. i had it running tonight. it smokes bad not like yours, but bad. however it starts on the first pull. i figure if its not the rings its the valves because it runs fine, just smokes so bad even the mosquitos stay away from it

You're over priming it. I've got a 6.75 on my Snapper that I bought new in 2002. I only have to pump it about 4 times and it fires right up.

All you guys are screwed in the haed. The reason its not priming correctly is due to a couple of reasons.
1. The carby primer gasket is leaking or
2. the carby bowl o ring is not sealing the bowl.
The primer is only squirts a little pressure into the bowl and then fuel is pressurized through the main jet.
Its not that hard.
Go and get a book and learn.....life is not hard.
