This "great and wise person" lacked any true understanding about the nature of the Empire or feelings of the Empire` peoples. He was naive and nostalgic and for the most of his life guided by his bigot mother. And the British did not always considered Habsburgs as enemies,it was only after the annexation of Bosnia that London`s relationship with Vienna has changed.

Just as the current Queen is also the most high and most excellent princes-it does not mean she actually is a Princess. Word prince(ss) is used to denote any ruler regardless of his/hers actual title.But this was more common in the past than today.
