RVT-R discs (the wii that can play those disc is called RVT-R) are signed and encrypted by debug keys and therefore do not run on retail wii even if burned to a disc with a drivechip installed. The disc here is still using the debug key and has not been reencrypted.

I THINK it's an unsigned prototype disc, which is supposed to only be played on developer wii's, hopefully crediar can clear this up properly though.
