Both programs specialize in different types of editing.

After Effects is an editing program primarily used for adding in special effects, whereas Sony Vegas is used for editing all the camera shots and AE effects together into one video.

Sony Vegas can only do certain things as far as effects go, so you're limited.

After Effects has nearly unlimited possibilities.

The particle thing at :23 would be very hard to create in Sony Vegas because they don't have the same tools as After Effects does.
