Besides that, the fact of ゑ and ゐ having been totally replaced by え and い also suggests を can be replaced by お, but they kept it unchanged as を was commonly used as particle.
It may not be completely wrong to pronounce it as "wo", but it won't be considered as today's standard Japanese.
