He got the chorus from the Australian folk song. The premise of the song is he was in Copenhagen with some star named Matilda and they got really drunk. Four Sheets to the Wind is an old sailors way of saying really f&%# up. And the Tom Traubert part comes from writing this song, Waits allegedly went to skid row and talked to the people there. :D

Waits can do more grace and beauty with 3 and 4 chords than most songwriters can do with their whole repertoire catalog.
