Depends on your Budget, Wireless Cams from Axis will be costly. However, if itsa just a fyp, then better go for a 100$ USB WebCam, I would recommend the high end Logitech QuickCam ones. You can also access the webcam using OpenCV.
Is your algorithm published somewhere? We're trying to design a similar tracking algorithm, and we were having problems on detecting the people getting out of the car in this sample. (That part gives nightmares!) If you've published a paper, I'd like to read it to get a few ideas helping our own project...
How did you determine the camera's movement in the pan-tilt version? Did you have additional movement data or did you extract it from the image? I can imagine in which direction this is going - you probably use a bigger background map and compare the video frame to its respective part of the map.
Background substraction is not an option for me though, i'm currently developing a pedestrian tracker for a major car manufacturer.

No I can not do it for an arbitrarily moving camera - e.g. on a handy-cam output.
However, we have a solution that does it for Pan-Tilt Cameras.

We have used the average flow information for establishing correspondences in making the bigger background map.
Kindly let me know, in case there is some possible business opportunity out of a collaboration in the work on pedestrian tracker.
