Prior to the formation of the CIA there was the OSS, formed in 1942. Before that, intelligence gathering was performed by different departments of the U.S. gov. .... State, Navy, Treasury, etc. You're right ken, the difference between when things happen publicly and when they actually come into practice is huge.
