If you were to be extremely generous and make the claim that this cloud would cover an area of around 10 square miles, you'd be covering about .00005% of the earth's surface. To put that into perspective, that's like comparing the diameter of a tennis ball to three empire state buildings stacked on top of each other, including antenna.

Ok so if the mass of Hydrogen is 1 and the mass of Oxygen is 16. Then the mass of water is 18. Half a million gallons of Hydrogen would make 9 million gallons of water in cloud form. The average rainstorm is 44 Million gallons for a 15 minute period of rain. Or as I read elsewhere "One inch of rain over one square mile equals 17.4 million gallons of water."... This machine certainly doesn't HELP, but I don't think it's solely responsible for floods.
