he didn't cheated well maybe he used cheat to get al chips but you can use the lotto machine to get all the navi chips from Gregar version(but only the first one's you can't get V2,V3,EX and SP) and you can do the same with Gregar

Beat him in SP mode after you max out the game (get all icons) his SP mode is much harder.
