This is from the early half of the 1998-99 season, as that's the only period when Kids' WB! played "Animaniacs" on weekday mornings (it later switched time slots with "Histeria!").
As for Buster's voice, that's 'cause he's being voiced by John Kassir (who did his voice in the last few episodes) instead of Charlie Adler here. I'm surprised they had new dialogue recorded for the characters here; most of the other promos I've seen for TTA on Kids' WB! recycled dialogue from the episodes.

And Don Messick's voice was replaced by Billy West, it sounds like. Not sure if this was made after Don's passing.
As for Charles Adler, there was some unpleasantness concerning the show that caused him to leave just before the end. John has since voiced Buster.

Yes, this was made after Don Messick died, which was in 1997; as I said before, this promo was made for the 1998 season.
