Yes, but the Move and early ELO made something different prog rock. King Crimson, Yes, Genesis etc were meant to be art rock bands but The Move and ELO never forgot the basis of rock or pop music.
I like its dreamlike and orchestral qualities. It has a distinctly "proto-ELO" feel to it (I only heard ELO, first, so it is my point of reference), but with its own flavor. =^[.]^=

These guys were the real pioneers of progressive rock.

It contains the best elements of the pop/ rock - music. I don´t really if this compared to ELO. Jeff Lynne made some
special songs in the Move 1970- 71. Not before and not after that.
