The justice system teeters between seeing things as black and white vs shades of gray. In this case they chose black and white. I would have given the parents 80 hours of community service. The government broke up a family and spent 100k+ just on jail time for questionable judgement. Reason did not prevail here.

No, it does not lower drinking. It moves the drinking to unsupervised environments---making the activity more dangerous. That is the whole point. Drinking is not itself bad. Drinking unwisely and unsafely is bad. Supervision can prevent most of the harm of underage drinking. That is the point.
