Technically only the western part of the Netherlands is Holland. In practice all Dutch call themselves 'Hollanders' nowadays, except maybe a couple of Frisians. It's quite different from the United Kingdom where parts like Scotland still have a very strong authentic culture and dialect. In the Netherlands you'll find that 90% of Dutchmen living in larger cities, although far outside the part that is actually called Holland, still speak with the Hollandish (standard) dialect.

But to be fair, I think it's not only a couple of Frisians who do that. Someone in Limburg or Gelderland probably does not identify themselves as Hollandic.
