Pretty much, although it's hard for me to say what the problem is without knowing exactly what you are experiencing. You also have to install ELS enabled vehicles into the game for it to work. Many of these can be downloaded here: multiupload(dot)com/EEMWY6GEWR (The tahoes from this video are located in this pack.)

I use ELS v6. It's pretty easy to set up, just place the script with a scriptloader in your root GTA IV directory, then open ELS.ini to configure the program. Make sure it is activated for the vehicle you have replaced.

@carramrod8329 Yes, as I explained in the description, that is due to a conflict with fraps. In my newer videos this will be fixed.
