The Burj Dubai (I don't take to Burj Khalifia) may be one of the emirate's last great projects, now that Abu Dhabi had to bail it out. It's too bad, since all the world's late and cool skyscrapers are in this city state.

the observation deck should have been near the top of the burj khalifa!

No the observation deck is only 450M high only second tallest

the tallest is shanghai world financial center at 470M.

And the "top" of burj khalifa is almost doubles the height at

observation deck at top is 828M high!
