You can do it by attending to drinking contest twice.

And there's three places you will spawn randomly when passing out.

1. Statue of happiness (with parachute)

2. Middle Park's pond island. (there's 9mm in there)

3. Sea God statue's fountain in Easton (seagull behind the statue!!!)

4. And dump platform in Star Junction (you can't move in a while)
