You have 4GB of RAM and a graphics card with 2GB of RAM but you buy a 32-bit operating system. I hope you've upgraded to 64-bit since this video. PCs have one address space and the size is 2^32 or 2^64 depending on which mode the CPU is running in. 32 bit addresses only allows you to address up to 4 gigabytes, graphics cards included. They share the same address space to allow quick transfers between graphics card and system, without that the system will be slooow.
