I love simple solutions like these that save money passively. It is so much easier for most of us to save wasted money than it is to make new money (plus most ways of making money create more waste anyway).
The purposes of water going down the fill tube is not only refill the toilet bowl but to clean it too. Also if you don't get enough water in the bowl you could get sewer gas. If you really want to save water you should replace your 3.5 gpf toilet with a 1.6 gpf toilet.
my toilets in my house are gerber and say 1.6 gpf but i kno they use more like 3.5 because the whole tank is empty when the flapper closes and the tanks are filled to the top lol. replacing 2 soon with a kohler rialto, and a glacier bay westminister.

you only need enough water to seal the "p"trap...so sewer gas doesnt enter your home

you can buy a 2 stage handle for flushing..it flushes a 1/2 flush for liquid and a full flush for solids...check your local hardware store.
