The Virginia Plan was James Madison's idea for a REPRESENTATIVE GOVERNMENT - based on the establishment of the US House.

BUT THE PROBLEM IS:

90% of "we, the people" don't even know the name of their Rep in their district.

So - the Virginia Plan has no chance of working - we will NEVER have a Representative government as long as people do not know who the FUCK their REPS ARE.
