It should be based on the overall medals won. If you only focus on the golds, then you disrespect the other athletes who busted their guts to win silver and bronze. USA websites and media set up their medal tally tables before the games started, before even one medal was won, so you can't claim they set them up just because they were second on the gold medal table. I'm Australian so I'm not biased whether China or USA won, I just think the overall tally is the better way to go.

China won the gold medal tally...but it didn't win the overall medal tally. If China had won the overall medal tally, then no-one would be disagreeing with me.
Historically, countries around the world went with the Gold medal tally count as the standard. The total of Gold medals are used to determined the rankings of each country. It is only when 2 countries have equal in golds do they start looking at the silver and the bronze.
