That is an IR sensor that detects IR fired from another tank. The video shows the tank being hit and then the song plays when it is put out of action.

These 1/16 scale tanks are able to battle using IR, and it is a lot of fun.

This video was used to demonstrate the death sound played, and was a supplement to an online forum.

This are aviailable form MAato toys, who has a website, and the cost about $150 stock.  But you can add options to get them to over $500 if you chose to.
