Not yet. According to Amazon, the DVD is about to ship and the Blu-ray has an estimated delivery of February 7th (with The Girl Who Leapt Through Space 4.)

Yup. There's a DVD, a BD, and a limited-edition BD+DVD release.

I showed School Rumble in my March 2nd, 2011 Part 3 video and One Piece in my April 20th, 2011 Part 3 video.

It's been a long time since new One Piece DVDs have come out. (Other than the collections, of course.)

I don't have the collection versions of One Piece. I was able to start buying it when the Funimation versions started coming out.
