My plan would also include requiring states that take the public option to remove restricitons that limit residents' ability to buy insurance across state lines. No ONE should be restricted from buying something OUTSIDE THE STATE unless the federal gov't bans it directly. The state has no right acting like my father and telling me "You can't buy cheaper insurance in another state."
If there weren't constitutional issues, I'd enact a law that says the public option is only available for states that reduce many of the ridiculous insurance mandates that raise costs for consumers, esp. premiums. Let individuals craft their own plans and NEGOTIATE (a great part of free enterprise) w/ the insurers for the plan that's right for them. Just b/c a bunch of special interests want this or that coverage doesn't mean everyone has to take it in their minimum plan.

If some states vote for and some states vote against...we will see a mass shift...a large migration of people. All of the people who cannot afford health care will move the the states where they will be able to get it without insurance and then everyone else will move to places where they can live with others who are insured.
