Tattoo and Mr. Rourke are sophisticated gentlemen that appreciate the finer things in life, including things of beauty. When compared to each other Tattoo is a little rough around the edges. Put simply, hes kinda a horndog. Thus, falsely giving away the crown would, in a way tarnish his idealistic view of beauty (coupled with the fact that he's drooling over the true winner). Also, rigging the beauty contest only benefits one individual, whereas, helping the nun will save an entire village.
