I hope they use the money to show how there is no race instead and that we are all humans with histories of migrations, movements, containments, proving that we all have the same genes and focus on spreading that we are humans who have the same roots.

It is still there and it is/was always been Carthage. Where did he get this information from? It was the former capital of Tunisia (coast of Barbary as it was called then) during the Phoenician time. And Tunis was Carthage's suburb. Now it is the opposite, Tunis is the capital and Carthage is its northern suburb.

"Carthage" was rebuilt by the Romans , Was the most important coastal position due to the fact whoever ruled Carthage could block the flow of trade.
