England has the St George's cross, Scotland has St Andrews cross, Wales has the Red Dragon and Northern Ireland has St Patricks cross! England also has another flag called the White Dragon flag which dates back to the early formation of the Anglo Saxons.
The Cross of St George is the flag of England the the White Dragon is the flag of the English.

It is in fact a Principality hence the next in line is called the Prince of Wales and has to swear fealty to the Queen on his inauguration as next in line.

When the USA became independent most of the now USA was not in the Union.
Texas was taken by force.Alaska was bought as was Florida.
The mid west was taken by force from the natives as was Hawaii and later the Philippines.
California was not part of the original Union nor the south western states.
The USA is probably bigger and contains more differing people than the Roman Empire.
So I would say the USA is an Empire by any definition.
