@paucarre Yes, there are many problems with things like IP TV, but the scheme proposed in the talk is not one fitting for IP TV as that is generally not delay-tolerant. My point was that the internet-post-office mechanism doesn't require or expect any change in internet policies such as neutrality ergo the OP is off-topic.
