This is evident in the Magic Tour concert in Wembley. I don't know how he managed to correct that by the time of the Mr Bad Guy recording and The Miracle album.
The Mr. Bad Guy album was released a year before wembley. He stopped smoking by 1990 to 1. Clean up his voice for Innuendo, and 2. Because his AIDS was getting into the further stages.

Seriously, sang damn near every sub-genre of Rock, and executed perfectly. It's still sends shivers up my spine, when I listen to this song, or "Play the Game", and I think to myself "this is the same guy that sang We Will Rock You?"
