The industrial arts community-and-ecogreen/creativity + FUN! learning environment is a FANTASTIC idea! What a coool, coool school and great project-piece, SO smart and ingenious. I LOVE it. This kinda thing is what thousands of towns and cities across the country and world need, to develop practical, local-based solutions and teaching kids & people to be resourceful, engaging and self-reliant.
I wish that they can build a turbo diesel moped which is more practical for daily use. Do you know any commercially available diesel mopeds? I think it can get about 100's of miles per gallon.

And see how the low km/l_miles/gallon would be. have a friend with the VW Lupo 3dl, running on plantoil, 30km/l. VW have run it around the world, in mileage, with 50km/l, would be fun to see a bike go 100 km/l, 283m/g with current technic.
It has already been done; a sportsbike with the Lupo 3L TDI engine. It produces 90-100hp with a stronger midrange than a 2.?L Triumph bike. MPG is impressive too. Look up "Star Twin Thunderstar" for info.
