I believe the swerving of the car is an example of how even in a quiet moment for the Joker there is always a chance of him to do something crazy...that he never has peace...
This moment consists of 3 scenes (Joker showing the keys to Lau, Gordon saying how the Jokers plan was to be caught, and this scene)
Joker is not driving the car, Lau is, while Joker hanging on to the car frame in the back. I have watched this many times on my bluray copy and you can actually see Lau's hand is struggling holding on to the inner frame of the car (where the seatbelt starts). The swerving of the car is a triumphant jesture of victory, which Joker fully inhales into himself.

Here's another parallel though... notice how the colours of the cop car correspond to the colours of the Joker himself? He wears White makeup, Red Lipstick, has Black patches around his eyes and is wearing a Blue Shirt. The Police Cars also have these colours. The Joker is a perversion of a 'clown' whilst the GPD are (mostly) a perversion of an upstanding police force. In the end, they're both products of corruption.
