Well seeing as I work at that specific arena. I can assure you there is no plastic under there.. The white and the lines are painted onto a layer of ice, and then more water is flooded on top of that to create a top layer of ice.

Underneath all that is a pad of concrete, and then brine pipes that circulate to keep the ice cold.
