It's called Umineko no Naku Koro ni. It's from the same people that made Higurashi if you've heard of that.

It is an anime but that's an adaptation from the visual novel, and it isn't great. The visual novel itself though is amazing. You can download the first story arc as a preview for the whole thing at the witch hunt's site. They're the translation team.

If you really wanna know *SPOILER ALERT* Her name is Furudo Erika (Any bells ringing?) She is a piece made by Bern, later she finds the gold and becomes a witch. Then *HUGE SPOILER ALERT HERE SERIOUSLY YOU DONT WANNA READ IT* She hijacks the series just like in Umineko. And this motion graphic is not based on ep 5 so it's no wonder that she isn't here.
