Second, in a event of war, many translators are needed for decoding messages, interrogation and information gathering. These English speaking NK are the government, they are less stupid then the rest. Alot of them have rights to work out side of NK, making money for NK government. Such as selling Fake American money thats printed in NK. Language is important for the government, not the people.

Try look at patents, they are all English, all engineering standards like IEEE, telecommunications standards in every country, they are all English.
