Actually the guy is not at fault in Europe the light turns yellow first before it turn green and this means that the car can start going. He was paying attention the guy that t-boned him is at fault,

This is definitely not a pedestrian crossing light ( no crosswalk markings) and also not in the U.K. I was born in Rumaina and this looks like Russia and the guy that got T-boned is not at fault, left on yellow. Signal order is right in this video the light turn yellow before it turns green this means that you may proceed thru the intersection and the same order applies the other way around when the light turns from green to yellow to red this means get ready to stop.

Red - stop .. no arguments

Solid Amber (after green before red) - Get ready to stop, but legal to go though. Many speed up to beat the red.. an amber gambler, probably the guy who crashed did this.

Red and Amber together (After red, as in this video) Red is still on, so can not go, but get ready to go when green.. So the guy jumped a red light.

Flashing amber, no red (not here) Can go assuming the way is clear.

I don't know where you live, but then you drive on the other side of the road while the rest of the world drives on the right. Like I said the guy starts to go when its yellow (after red) or amber by your standards and its green when he gets hit. The other guy clearly ran a yellow or amber turning red. So think about this if you are running a yellow or amber to beat a red and the other guy is just starting to enter the intersection while turning yellow or amber to green who is right?

Always. Amber alone will show between Green and Red and should only be crossed if it unsafe to stop. Both drivers were probably at fault. The one pulling away crosses red (and amber), and the guy who hits him probably also crossed a red, having not slowed down when amber showed for him

To me, it looks like both cars involved in this collision ran red lights. The guy we see closest to the camera probably had his vision locked onto the traffic light for the other street, and gunned it the moment that light turned red instead of waiting for his light to turn green.

The car that t-boned him was trying to "beat the red" and counted on the traffic waiting for the traffic light we see to wait to start going until their light was green.
