thats because he was. none of the characters in the wire are based on any single person. while most of the barksdale character is on barksdale, simon compiled bits of others underworld fiquires into that character. same with carcetti, levy, rawls and stringer

@privateeyes4u, Im not taking sides..because I LOVED the wire.....and your right...only reason we care about these dudes is because of the Wire.....but the only problem I have with the series is they didn't go in depth when it came to the CORRUPTION of the Cops. Yea....they were dirty and Mc Nulty broke a gang of rules.....but no talk of the police extortion, police hit men and contract killers? Come on now.......but then again...a Cop made the series so what do you expect.

Just cause they changed names and took artistic license, doesn't make the show any less relevant. The police fucked up enough in The Wire. They were often incompetent, they made unethical arrests and falsified charges, they used illegal wiretaps on occasion. Besides, the politicians were openly taking bribes.
